You missed the interface here. You should try:

-bash-3.2# ethtool -K eth1 rx off

Again, you are missing the interface:

-bash-3.2# ethtool -K eth1 tso off

Ethtool provides -S to let the driver report additional information.  
Does this report anything:

# ethtool -S eth1
