[Beowulf] Serial programs in OpenPBS/MPI

We have a cluster with dual processor machines. When a serial job is 
submitted through OpenPBS, it occupies a whole node even though the 
second processor is free.

Short of making the user change their programs to do parallel 
processing, is there no other solution where OpenPBS can be told a node 
is (half) available if a job takes only a single processor?
