limiting cpu usage on grid engine

Hi,

I was wondering if anyone would know an easy way to limit the amount of 
cpu's a user can request when they run an mpich job under grid engine?  
I was hoping to set the limit to around 16, and if a user requests more 
than that, then I'd like their job to be rejected.
