Hard link /etc/passwd

Good day,
I have an 11 node diskless cluster.  All slave node
roots are under /tftpboot/node1 ... /tftpboot/node2
... so on.  Is it safe to hard link the /etc/passwd
and /etc/group file to the server nodes for
consistency across the network?
