These should all show with the 'arpwatch' package; or in the
alternative, by turning logging up for the tftp server(atftp 
works well) or on the dhcp server, can be extracted from 
/var/log/messages , and then awk |sort |uniq'ed out.

Is the Oscar tool more sophisticated than that?
