Number of connections limited

Does anybody have an idea why I get this error message
rcmd: socket: *All **ports* in *use* 
when I start even less than 255 rsh connections? The system is Redhat 7.2 and
ldd /usr/bin/rsh
        libcrypt.so.1 => /lib/libcrypt.so.1 (0x40020000)
        libutil.so.1 => /lib/libutil.so.1 (0x4004d000)
        libc.so.6 => /lib/libc.so.6 (0x40050000)
        /lib/ld-linux.so.2 => /lib/ld-linux.so.2 (0x40000000)

Any way to get over that?
