For Win NT, the Back Office Resource Kit from MS has a utility called 
Shutdown that can be run as a console application by, e.g. the schedule 
service (WinNT's equivalent of cron). This utility can shutdown the 
computer it's running on, or another computer.

There is probably a win9x equivalent
