PBS / routing queues

Hello,

     Does anyone know if routing queues are able to do the following:
I submit two jobs to my routing queue called route. This routing queue can
submit to any of two queues, queue1 or queue2. I have noticed that no matter
how many jobs I send to my routing queue it always sends the jobs to queue1
regardless of how many jobs are sent. Is there a way to fix this problem??

     I would appreciate any help.
