A book and Ideas. 

first get the National Electric Code. it applies to everything and is what
      the fire code is biased off of.

second contact a Halon installation company 
      (chemical fire stopper - sprinklers are bad) 

look at Hoffman enclosures and B-line ladders 
      (possible to use these to get away from dedicated room and stay cool)

ask the physics department for help on heat dispersal there are much more
       efficient methods

putting up expanded metal under or between sheet-rock can reduce RF.

      If a new structure.  try buried hoses for a geothermal effect.
